The local government in New Delhi Thursday announced it would roll out the "odd-even" formula from Monday to Friday.

The formal announcement on this will be made by evening after Delhi Transport Minister Kailash Gahlot concludes meeting with the concerned officials. "It's clear that small cars are not major polluters; it's the diesel and overloaded vehicles", he said. We are not stopping it yet.

"But the manner in which it is being implemented is unscientific and inefficient", it said.

Delhi is considered to be the most polluted city in the world. The hearing will continue tomorrow.

Mr. Vardhan, who also holds the portfolio of Science, Technology and Earth Sciences, said it was expected that in another 24 hours things would be under control due to the measures being undertaken by various government agencies. The court had asked the Delhi government to come up with an equitable plan for vehicles and to get artificial rain (cloud seeding). "You have not followed 99 directions and introduced the odd-even scheme and treating it as a picnic", the bench said.

As a "pollution emergency" prevailed in Delhi, with levels of PM 2.5 and PM 10 hovering above permissible limits, the authorities said the situation was likely to persist for another 48 hours.

The National Green Tribunal also pointed out that despite its orders, neither have construction activities stopped in NCR, nor has water been sprinkled in Delhi. The CPCB has recorded "severe" air quality, meaning that the intensity of pollution was extreme.
