Some Democrats were even thinking about inviting Mr Trump's alleged harassment victims but the move was rejected by more senior figures on Capitol Hill.

Rep. Jackie Speier, D-Calif., one of the House's most vocal supporters of improving the reporting and mediation process for workplace complaints, invited civil rights activist Tarana Burke. Her assailants were never indicted.

"Despite thousands of hours wasted and many millions dollars spent, the Democrats have been unable to show any collusion with Russian Federation - so now they are moving on to the false accusations and fabricated stories of women who I don't know and/or have never met!" he wrote.

Democratic aides predicted other lawmakers will bring guests with perspectives relevant to the harassment debate.

"My colleagues and I in the [House Democratic Women's Working Group] are calling on our fellow MoCs - women & men, Democrats & Republicans - to wear black to this year's #SOTU in solidarity w/survivors of sexual harassment/violence in Hollywood, politics, the military, academia, etc. #TIMESUP #MeToo", she wrote.

There could be some awkwardness for the women in Trump's family.

For Donald Trump's first address to Congress last February, the female lawmakers in the audience joined forces to wear white, a nod to the suffrage movement as well as the Women's March that had flooded the streets just weeks earlier.
