Quincy Exchange Club honors Citizen and Officer of the year

Members presented two awards Friday

The Quincy Exchange Club hosted its annual law enforcement day on Friday.

Members presented two awards during the midday meeting.

Pam Shaffer - who is retiring after 23 years as executive Director of the Adams County Chapter of the American Red Cross - was recognized as Citizen of the Year. Shaffer said Adams County Sheriff Brent Fischer told her the award was a thank you for all of the support the American Red Cross has given to law enforcement during her tenure.

"There's been various incidents," Shaffer said, "I'm just privileged and humbled to receive this award."

Among those incidents Shaffer cited were the floods of 1993 and 2008.

The 48th annual Law Enforcement Officer of the year award was presented to Illinois State Police Motorcycle Trooper Brad Williams of Quincy. Williams
has also received national recognition for his actions in preventing injury
to other officers after a gunman killed 5 members of a family in Manchester
last April.

Williams was on his way to the scene when he saw the suspect's vehicle and gave pursuit. The chase went through Winchester where the local police chief eventually forced the suspect off the road. Williams did not have time to  stop his motorcycle but with his extensive training was able to jump off of it - draw his pistol and shoot the suspect, killing him and preventing any injury to other officers. He credits his training as a motorcycle officer
with allowing him to act without hesitation.
