Former Adams County Board chairman makes move to regional organization

Mike McLaughlin said he wants to let people know what the Two Rivers Regional Council of Public Officials has to offer to residents of Western Illinois.

McLaughlin, a former long-time Adams County Board Chairman, will be the next executive director of the organization. McLaughlin is on the ballot to retain his County Board seat in November, but he has asked that his name be removed from the ballot. The Adams County Republican Central Committee will appoint a replacement for the November ballot.

"I've been in government for a long time...I think this is a good opportunity," McLaughlin said. "It's one of those things that gets in your blood. It's a little bit of a mission for me to take a bit of a step up on a bigger scale."

McLaughlin stepped down as County Board Chairman two years ago and has served as the Board's vice chairman the past two years. He was on the Adams County Board for nearly 24 years.

During McLaughlin's tenure as County Board Chairman, the Board was downsized to 21 members, and he supported the combination of the offices of recorder and county clerk as well as hiring full-time EMS director. He was Chair when the County took over the ambulance system from the Health Department and started it up as a separate entity. He's been involved in nearly every building project - the renovation of the courthouse, the building of  the Juvenile Detention Center, a new Health Department and expansions of the Highway Department.

Two Rivers is an agency established by intergovernmental agreements between Adams, Brown, Pike, and Schuyler Counties and is funded by membership dues, state and federal grants and administrative fees received for providing services. The Governing Board includes county and municipal representatives.

Two Rivers, established in 1974, provides assistance to county, city, village and special districts for planning including land use, housing, recreation, economic development, environment, solid waste management and other areas. Two Rivers Community Development offers programs including: Workforce InvestmentGrant Management, and Planning.

As a member of Illinois Association of Community Action Agencies, TRRC provides many services to the low income members of our community. As a member of Illinois Association of Regional Councils TRRC provides community development and planning assistance to units of local  government.  As a provider for the Workforce Investment Act programs TRRC provides employment and training services. 

Two Rivers also provides staff to develop and administer programs and policies which further the efforts of local governments and aid the economically disadvantaged throughout the region. Community Action includes programs like: The Home Buyer Program, Food Pantry and Reachout CentersEnergy Assistance, andWorkforce Investment.
