BLOOMINGTON — The city expects Robert Thomas “R.T.” Finney to be more than a placeholder as he earns his $10,800 monthly salary as interim police chief.

Among his first duties, he’ll participate in producing a report on downtown nightlife due to the City Council in about a month, said City Manager David Hales. “In no way is (this) any kind of caretaker position,” Hales said.

Finney said Wednesday his priorities also will include enhancing the department’s public presence, especially through social media.

According to the employment contract signed Tuesday, Finney will earn $10,833.33 per month, and the city will pay for his lodgings in Bloomington. Finney, who retired in 2012 from the Champaign Police Department, will not earn any benefits in Bloomington.

Hales said the interim contract and salary is similar to those for interim finance directors last year.

The final salary for retired Bloomington Police Chief Randy McKinley, who left in January, was $139,186 annually plus benefits.

Assistant Chief Clay Wheeler, who in January was earning $111,000 per year, had been serving as interim chief but leaves this month for a previously planned 10-week FBI training program in Virginia.

The city expects the search for a permanent chief to take up to six months, and Hales said Finney would continue to serve in the position when Wheeler returns “to help ensure there’s no perception of undue advantage that would accrue to Clay during the selection process.”

Finney served 17 years on the Quincy Police Department and was a deputy chief when he took the job as Carbondale Police Chief in 1999. He took the Champaign Police Chief job in 2003 and retired last year before taking the interim police chief job in East Peoria.
